The mood boards should really be a collection of pictures from your chosen genre. You should be able to identify common themes from the pictures rather than looking at just a couple in detail.
However, what you have said is accurate. I think Clarice Starling is running in to the unknown but you didn't identify that this unknown seems incredibly hostile and dangerous as well as dwarfing her. The ausience is following her on this journey.
for me, the Joker looks fairly innocuous at this stage- in broad daylight and full view. His back turned to us gives him a sense of mystery. From memory the camera slowly zooms in on the mask suggesting crime and that he has things to hide (ironically, later in the sequence he removes the mask to reveal another mask which says a lot). The audience is also shown his mask specifically so that we know he is significant in a sce full of masks). I seem to have started talking about the film rather than the image! Tsk!
